Following the government's commencement of a National Tax Service investigation of media groups and the Fair Trade Commission's announcement of newspaper regulations, there has been an all out battle between pro government media and conservative newspapers. Now there appears to be fighting between government controlled broadcasters and opposition politicians. The most unsavory one is between MBC and the Grand National Party,[link widoczny dla zalogowanych], as the government appears to have pushed its problems with the opposition onto the airwaves.
Will the people side with the GNP,[link widoczny dla zalogowanych], which calls MBC the government's bugle,[link widoczny dla zalogowanych], or with the latter, which says the opposition distorts the facts for political purposes? There has always been tension between government run broadcasters and the opposition,[link widoczny dla zalogowanych], but never so blatantly as this.
First of all it has to be asked whether this kind of fighting is justifiable. Even though the expression "the government's bugle" was used,[link widoczny dla zalogowanych], it can be said to be a part of the GNP's National Assembly commentary. It is not new for the opposition to criticize what they called slanted reporting,[link widoczny dla zalogowanych], as it harks back to when the president was always the first story in the main news.
Questions should be raised of MBC which harshly criticized the GNP on its "Newsdesk" program as it used a "public company" to promote "private" views. If MBC were to counter everything that was at variance with its outlook, it would be damaging the public interest.
MBC claims that it is a "publicly" run company,[link widoczny dla zalogowanych], but its structure is no different than commercial broadcasters,[link widoczny dla zalogowanych], as it relies on advertizing and so must boost ratings to attract money. In doing this it runs the risk of failing to report objectively.
There is a clause in the Broadcasting Law that states "in broadcasting government policies or others' viewpoints,[link widoczny dla zalogowanych], companies must give equal weighting to opposite views and when broadcasting political points, these must be balanced."
The opposition may have though that fairness and balance were not respected when it criticized an MBC report. During authoritarian rule there was a lot of pressure from the government and the media sided with it,[link widoczny dla zalogowanych], but there was still consideration of the opposition's claims, how ever poor they were. However,[link widoczny dla zalogowanych], these days the GNP attack the media for "opposition bashing."

The government has decided to order complete capital decreases at six banks that will be receiving public funds for restructuring and formally ask the state owned Korea Deposit Insurance Corporation to release the needed funds. It is of course understood that the move to declare their capital assets nil was a policy decision intended to keep shareholders responsible for insolvency and give these banks a thorough cleaning before they get public funds. Part of the intention is surely to make the sure the government is in charge during the course of high-intensity restructuring by making it the major shareholder. But despite these intentions, the move is simultaneously recognition that the government's attempt to normalize operations at these insolvent banks was a failure, and frankly the people feel they cannot trust the its ability to manage the use of the public funds being used this time around.
One government official asserts that after this total capital reduction and after the second phase of public fund infusion,[link widoczny dla zalogowanych], banks will return to normal operations,[link widoczny dla zalogowanych], stocks will naturally rise in price,[link widoczny dla zalogowanych], at which point the government can sell its shares and get its money back. This is nothing more than abstract theory. Combine this with the fact that officials at the Ministry of Finance and Economy and at the Financial Supervisory Commission have repeatedly changed their story on the schedule for releasing these funds and on the amount to be used. They'd changed their stated position on capital reduction at the insolvent banks several times around as well, and so it is only right that they should be criticized for causing a loss in market and national confidence. They say they're going to give small shareholders the right to request sales of their shares and therefore allow at least some reclaiming of their investments,[link widoczny dla zalogowanych], but given the poor performance of financial officials at carrying out their own policies,[link widoczny dla zalogowanych], no one knows how much of this to believe.
The government has yet to offer a single word of apology to the people, even though it has squandered massive amounts of public funds and is now asking for more. Perhaps it thinks "public funds" means "belonging to no one." Early next year the National Assembly should commence on a thorough National Assembly investigation to get to the bottom of the question of how these funds have and are being used,[link widoczny dla zalogowanych], and it should make sure those who are responsible for avoidable losses are made to bear responsibility.
